Flora Coutts
Charleston, VT, native Flora Coutts taught in Korea in the 1920s, served in the Vermont Senate in the 1930s, provided aid services in China during WWII, headed the Northeast Vermont Development Corporation, and served in the state legislature in the 1960s and '70s.
