Patricia L. Thomas was Commissioner of General Services and Commissioner of Employment and Training during Governor Madeleine Kunin's administration. She has served as the interim Executive Director of the United Way of Chittenden County and was President of the Vermont Visiting Nurse Association from 1992 to 1999.

Patricia Thomas was born in New York and is a graduate of SUNY at Oswego. She received a master's degree in history from the University of Vermont and has a Ph.D. in Education Administration from Boston University. She has served as a professor at Trinity College in Burlington, Vermont and oversaw the graduate program in administration at St. Michael's College in Colchester, Vermont. In 1985, Thomas was appointed Director of Purchasing and Public Records and the following year she became Commissioner of General Services, which made her responsible for state purchasing, public records, data processing services, telecommunications, surplus foods, insurance, and surplus property. In 1989, Governor Madeleine Kunin appointed Thomas Commissioner of Employment and Training, a post she held until 1991, when she hired as interim Executive Director of the United Way of Chittenden County. Thomas became the interim President of the Vermont Visiting Nurse Association in February 1992 and was appointed the position permanently in July of that same year. She left her job with the VNA in 1999, but continued to serve on their Board of Directors.
