Wendy Morgan is Chief of the Public Protection Division of the Vermont Attorney General's Office. She has served on the Governor's Commission on Women and was the Deputy Director of Vermont Legal Aid.

Wendy Morgan was born in San Francisco, California, was raised near Hanover, New Hampshire and received a BS in Computer Science from the University of California at Berkeley. After college, she went to work as a secretary-receptionist in Santa Barbara, but soon became a paralegal at Morrison & Foerster in San Francisco. This was her first step towards a career in the law.

Morgan is a graduate of the Boalt School of Law where she enjoyed success as the editor of the Ecology Law Quarterly and served as President of the Berkeley Law Foundation. During her second year of law school, Morgan got an internship with Judge Oakes and Judge Albert W. Coffrin of Burlington, Vermont. After graduation, she clerked for Judge Coffrin for a year and was his first female law clerk. She was admitted to the Vermont Bar in 1977 and worked for Vermont Legal Aid in St. Johnsbury, Vermont. Morgan spent nineteen years with Legal Aid and eventually served as its Deputy Director. In 1997 she was appointed Chief of the Public Protection Division of the Vermont Attorney General's Office and was also elected President of the Vermont Bar Association.

Morgan has served Vermont in a variety of ways. She was on the board of the Governor's Commission on Women, was President of Catamount Arts, worked with Peacham Community Housing, and helped to found The Stevens School of Peacham. She has been on the board of directors of Umbrella, the Vermont Board of Bar Examiners and participated in the Governor's Commission for Public Oversight of Healthcare.
