Historical Significance

Jan Carney served as commissioner of the Vermont Department of Health for thirteen years, and subsequently became an associate dean and professor of medicine at the University of Vermont College of Medicine.

Jan Carney graduated from Middlebury College in 1976, and in 1981, earned her M.D. from the University of Cincinnati. Her residency was at the Medical Center Hospital of Vermont, and in 1987, she earned a Masters in Public Health from the Harvard School of Public Health. Carney became an internist specializing in preventive medicine and public health.

In 1988, Carney became deputy commissioner of the Vermont Department of Health, serving under commissioner Roberta Coffin in Madeleine Kunin's administration. Carney was part of a unique group in Vermont's first woman-led administration, among an unusually large number of woman appointees, many of who held positions for the first time. Carney became acting commissioner when Coffin stepped down, and was appointed commissioner in 1989. She emphasized environmental issues, early prevention, and combating teen smoking, among other public health measures.

Carney continued to serve as Health Commissioner through the Snelling and Dean administrations, stepping down in 2003 after 13 years. She became a professor and associate dean for public health at the University of Vermont College of Medicine. In 2003, Carney was awarded the Vermont Medical Society's Distinguished Service Award. In 2004, Carney also received national recognition when she was granted a Local Legend Award.
