Gretchen Babcock served as the Vermont Commissioner of Banking and Insurance during Governor Madeleine Kunin's administration. She is currently the Director of Government Relations for the University of Vermont.

Gretchen Babcock is originally from Pittsburgh, Pennsylvania. She received a B.A. in political science from the University of Rochester in 1965. Babcock decided to pursue a career as a lawyer and was admitted to the Vermont State Bar in 1978. She worked in the Attorney General's office in the Consumer Protection Division until 1981, when she was named General Counsel to the Department of Banking and Insurance. Babcock was promoted to Deputy Commissioner of the Agency and was appointed Commissioner in 1987. She resigned from her post in 1990 to become a Senior Enforcement Attorney for the Federal Reserve Board in Washington, D.C. and commuted to Washington as needed. After a year in this position, she joined Blue Cross and Blue Shield Association in Washington as Executive Director of its state government relations program, a post she held for nine years. Babcock then returned to Vermont and was appointed the Director of Government Relations at the University of Vermont. She coordinates relationships between the University and state and federal governments and ensures that UVM's interests are represented. Babcock is a former trustee of the T.W. Wood Art Gallery in Montpelier and a current trustee of the Vermont Arts Council.
